What is BIMID?

Living on the island, you may have heard “BIMID” referenced a time or two. If you moved from outside of the area, the term may also be completely new to you. Let’s dig into everything you need to know about BIMID. 

What is BIMID?

As a special act district, the Bethel Island Municipal Improvement District (BIMID) holds powers similar to that of a city. Since its creation by the State Legislature in 1960, BIMID works to maintain the levees that surround and protect Bethel Island from flooding – including the one located along Delta Coves Drive. BIMID also maintains a free-flowing drainage system and maintains the park and recreation facility located on the island. 

BIMID funding

BIMID receives Assessment District funding adopted by a public vote, and property tax money collected by Contra Costa County. The money funds maintenance to ensure the integrity of the levee system and proper drainage throughout the island.

Keeping the levees clear

BIMID regularly patrols the levees by land and water to visually inspect the levee system. These patrols occur every two weeks December through February, monthly March through November, and after every storm.

Should a deficiency be found, BIMID will inform the resident – with a knock on the door and door tag – and Community Life.

Impacted rules and regulations

Per the Third Amendment to the DCMC CC&Rs, BIMID has access to all community properties for inspection and repairs. In addition, homesites along the levee maintain a five-foot rear setback.

BIMID Ordinance 23 – created in conjunction with Delta Coves’ master developer – allows homeowners to build an extended deck over the levee riprap. All applications for a deck go through a standard BIMID reviewal process prior to approval. 

BIMID must approve any construction that affects the levee – including extended decks on perimeter and peninsula lots.

Generators in Delta Coves

Each of the Delta Coves’ entrances play host to a Generac generator to power pump stations that support drainage during power outages. BIMID owns, operates, and maintains these pump stations and generators  – as well as all levee facilities transferred to BIMID by the Delta Coves’ master developer in 2021. 

Pump systems are monitored by a SCADA system located in the BIMID office and go through routine maintenance that includes pump checks, intake screen cleanings, weed abatement, and drainage intakes cleanings.
