Lagoon Construction Guidelines
As a Delta Coves resident, one of the reasons you may have moved into the neighborhood is because of our beloved Delta waters. Delta Coves’ master developer, your Delta Coves Maintenance Corporation (DCMC) Board of Directors, and your Delta Coves Community Life team are committed to keeping the lagoon waters safe for all who enjoy them.
The DCMC Board of Directors adopted the Lagoon Construction Policy to enforce regulatory permits and protect the marine environment. SDC Delta Coves has set forth a handful of lagoon construction rules and regulations for DCMC to manage. These special procedures control the process for all work occurring within the lagoon while the permits are in effect and ensure proper biological monitoring occurs by highly qualified individuals. These rules apply to all construction activities within or upon the lagoon, the rock slope, and any backyard modifications that may impact and/or disturb the lagoon floor.

Application process hot tips
- Applications for dock or deck construction must be submitted to the Design Review Committee prior to the current season’s pile driving start date — Aug. 1, 2025.
- All application submission requirements can be found within the Design Review Application once you select either dock or deck improvements.
- Within ten days of application approval, the owner must email dates of construction to management at deltacoves@coherelife.com.
- Within three days of receiving construction dates, the declarant’s assigned representative will respond and either confirm dates or provide alternate dates.
Background
The lagoon is a body of water occupying an area of land designated as Parcel A on the subdivision map for DCMC. However, to protect its suitability for recreational use concurrent with the marine environment, the waters within the lagoon are regulated by the United States Fish and Wildlife Service, the National Marine Fisheries Service, the California Water Quality Control Board, and the California Department of Fish and Wildlife. Although the title to the lagoon is in the name of DCMC, the permits which enable construction activities within the lagoon are in the name of SDC Delta Coves, Delta Coves’ master developer.
