What’s changing in lagoon construction?

With a few seasons of lagoon construction behind us, your board of directors has proposed changes to the lagoon construction process. These changes aim to simplify the process for building docks and decks while still maintaining the integrity of the Delta Coves community and lagoon.

When can support piles be placed?

Pile driving will now be split into two categories. Deck pile driving may occur anytime throughout the year. Dock pile driving must occur during standard pile driving season — typically August 1st through October 15th. Check with Community Life for the current dates.

What applications do I need to submit?

Residents must submit both the lagoon construction and design review applications together for any deck, dock or other construction over the lagoon.

Is there a fee associated with lagoon construction?

Yes. The proposed Design Review Guidelines Appendix K changes the pile driving observation fee from $800 per pile to a per day fee of $1600 for docks and $800 for decks extending into the lagoon zone. With final approval, this will go into effect July 1, 2025 .

What does the fee cover?

Dock and deck application fees include observation coordination, insurance review by a qualified agent, day of observation by a professional biologist and representative of the developer, and a post construction review.

What insurance requirements exist?

Residents must provide proof of contractor insurance to be reviewed during the application process. This insurance must note both DMB Development and Delta Coves Maintenance Corporation as additionally insured entities. Delta Coves’ master developer, DMB Development, will have their insurance expert review the insurance to ensure it meets the requirements for building over Delta Coves’ waters.

Why does my contractor have to provide proof of insurance?

Why do I need to send in my material storage locations?

Deck and dock construction requires long piles that must be stored between delivery and the pile driving date. There are limited open spaced within the community where these piles can be stored safely.

When will pile locations be reviewed?

Pile placement plans will be reviewed as part of the design review and lagoon construction application process to ensure compliance with approved structural plans. Deck piles will be reviewed to ensure correct placement as part of the post-construction review process. It’s the responsibility of each homeowner to ensure piles are driven in the correct location.

How can I provide feedback on proposed policy changes?

Residents may submit feedback for proposed policy changes in two places:

  1. On the proposed rule change page through the online comment deadline.
  2. In person at the next general board meeting during the member comment period.
